For chapters now, we have detailed how Norquist’s philosophy has touched every Texan. Norquist is the one who famously said, “[m]y goal is to cut government in half in twenty five years, to get it down to the size where we can drown it in the bathtub.” Far too many Texans—who desperately need quality health care—are now in Grover’s tub.
In 2003, Governor Rick Perry intentionally kicked 230,000 Texas children out of the Children’s Health Insurance Program (CHIP) and another 500,000 out of Medicaid. Then, he went to the Bahamas with Grover Norquist to brag about it. Rather than cover eligible children through CHIP, Gov. Perry sent a total of $958 million back to the federal government. . .
