A State-By-State Distributional Analysis

Recently, there has been renewed discussion of the possibility of
replacing
most federal taxes with a national retail sales tax. A September 1 ITEP
analysis looks at the state-by-state impact of implementing a
revenue-neutral national sales tax. The analysis shows that in virtually
every state, the bottom 80 percent of taxpayers would face much higher
taxes under a national sales tax.
