The Texas Legislature, in anticipation of potential changes as a result of the base realignment and closure process, is working to allow more flexible options for economic support for defense-dependent communities.

•SB 252, which became effective last month, allows communities to use local 4A/4B funds for the economic development of areas in and around military facilities to promote or support local bases, attract new missions, or to redevelop a closed or realigned facility.

•SB 1481 and HB 2340 are companion bills moving through the Legislative process that create more flexibility in existing state programs to provide multiple funding options for communities dealing with either a force reduction or base closure or with an increase in force strength translating into a sudden and significant population growth.
