EL PASO -- West Texas families increasingly are seeking assistance from the state Department of Health and Human Services -- a sign that economic conditions are tough everywhere including the El Paso region.

State Sen. Eliot Shapleigh on Thursday toured a local office of the Texas Department of Health and Human Services, the agency that administers Medicaid, Food Stamps and Temporary Assistance for Needy Families, with the hope of encouraging staffers who have faced heavy caseloads under trying times.

The Health and Human Services Office on Yandell Street handled more than 11,000 cases in the year ending May 2008 -- an estimated 2,000 more than the year before.
