Senate Bill 212, filed on January 19, 2005 by Senator Eliot Shapleigh, directs the Texas Workforce Commission to create programs in Texas' defense dependent communities to support military families by providing employment assistance services, including job placement and other employment-related services, to the spouses and dependents of military personnel who are assigned to duty in Texas.
The Upper Rio Grande Workforce Development Board, serving El Paso and surrounding areas, has already instituted one such program.
"Project Endeavor" will help spouses of military families or soldiers returning home to find employment in El Paso. The Upper Rio Grande @ Work Employment Center, where "Project Endeavor" is housed, is located at the Army Community Center on Fort Bliss.
