STATEMENT FROM SENATOR ELIOT SHAPLEIGH ON TEXAS YOUTH COMMISSION ALLEGATIONS AND SR 384

The Texas Senate unanimously passed this evening SR 384, requesting that the Legislative Audit Committee investigate the allegations and determine whether a condition of gross fiscal mismanagement exists in the Texas Youth Commission.

Today, I was informed of serious allegations of rapes, abuse, and violence by Texas Youth Commission employees in Texas youth facilities.

I want to express my personal outrage over the alleged illegal conduct of these state employees.  These most vulnerable Texas children are in the care of our state.  Upon receipt of this information, I have requested an independent and vigorous investigation, wherever it may lead, together with immediate action to place the Texas Youth Commission in conservatorship.
